I echo Recluce's statements. If you're new to the waterslide decal thing, Kaminoan will help you out step by step. MMCB is also great as I have gotten custom cloth accessories from him and I'm simply astounded that it's not official LEGO.
You can't go wrong with either.

I use a pin vise with a pin drill bit, you can find them at any hobby shop. I then use the appropriate thickness for copper wire to do the pinning.
