Why so few shields?

I was looking at the 2008 sets and noticed a lack of shields. Only one set, the good knight, includes enough shields to equip all minifigs, in all the other sets theres a lot of weapons but only a few shields. Are the shields really expensive to produce, or is there some other reason not to include ...

Eh, if it's 20 dollars, I'd get it. Seem like a good deal; lots of 2x6 brown plates, and that always is a must and need at my building zone. Plus the crown knights. The reason I asked was because i found a seller on bricklink with 400+ of these, but couldn't find them in peeron, so I wondered where they came from.

He also has the speckled ones listed, so it can´t be just a mislabeling

It's no problem giving a spear to Odin, he's very often depicted with a spear in sources for norse mythology.
