Content management software? PHP?

Hi. I was just wondering if you guys use and kind of CMS to manage the non-forum part of the website. I am trying to learn more about web design so that I can put up a site (not a Lego Castle site), but I don't know very much.
I am talking about the news that gets posted on the front page, moves it's way down, and ends up in the archives. Do you guys do all of that manually (like use a text layer for the news, and then just cut and paste it into archive pages at the end of the month) or do you just have a CMS program doing it all?
Also, is the site written in pure HTML or do you use PHP? (I guess I can just look at the source code for the front page.)
