Why cant I change one of CC's avatar shields from the gallery and use it??
You can, if you have the proper software to edit the file.
One, this site seems to discriminate against windows files, no .bmps or .docs for the uploading location (just figured out how to upload, I think)
This is not discriminating against anything. This is sticking with web standards so that we are compatible with everyone. Web standards are .jpg and .gif.

These files are stored locally and are thus served by the CC server for every page that is loaded. The limit is low so that our server does not get overburdened.
Also, when viewing a page every person who posted could conceivably have an avatar. Dowloading several large avatars could slow down viewing for people with slower connections.

You are incorrect. Our shield avatars in the gallery are all under 10kb.
So why cant I just modify one??

You may be on to something here. But I do not believe that there is a polite whay to call someone an idiot.
So if you know what's going on, please try to help me.
You have not really given enough information to get an accurate answer, but I will give you an educated guess. I would have to say that you are probably not using a decent enough program to edit the files. My guess would be that you are using MSPaint or something.
MS Paint likes to use BMP files. This is a bad thing because BMP files are not compressed and are thus very large. I would further guess that the program is taking the file that you downloaded from our avatar gallery (which is a compressed .jpg) and is converting it to a BMP. This is why they appear larger to you then they really are.
Depending on which version of MS Paint you are using (which is dependent on which version of Windows you are using) you may or may not be able to save your files as .jpg. Look for a Save As command in the file menu.
Either way, I would try getting a different image editor.
So if you know what's going on, please try to help me.
Any intelligently designed web page will not have regularly loaded images OVER 10kb on them. Product images and news images are the exception. Nothing for the interface should be even close to 10kb though.
how do you guys get your avatars which must be hundreds of kb to fit???
