This is pure speculation, but I think they would make rare figures because they will be harder to find, not because "they didnt test well with kids." If they didnt "test" well with kids, why would they even make them, if kids really are the target market? Its business. Harder to find CMF means you are going to have to buy more (if you don't feel, which appears to be the majority of kids). Buying more means TLG makes more money.
Lego is a business. Their goal is to make money. Sure they want people to be happy, but as a byproduct, not a prime product.
