These legs are actually made by Lego. They come in sets with minifigs of the HP goblins, those little teddy bear things from Star Wars, Boba Fett young, Yoda, and a few other minifigs.

I don't know of any actual customized leg pieces, but I'll leave this in "customs" just in case someone actually makes these. The short legs you usually see are an official LEGO element that came out last year. Here's Peeron's summary of colors and sets:

Before these short legs were available, I used headlight bricks as legs for my hobbits:

I've seen others use bricks and plates to build short legs. E.g.:

Both sets of mini legs are brown in that ewok set. Ewoks are a very cheap source of stubbies on BL if you are looking to pick up a good fig for parts. Brown hands, arms and torso and those stubbies.

Some excellent prices and fair shipping. I was very happy with my order from there. I have tan stubbies in my store, but this is not a Buy/Sell/Trade post.
People have also used 1 x 2 bricks, 1 x 1 Headlight bricks, 1 x 1 round bricks and 1 x 1 round plates stacked to get the short leg look. It is all how you want to do it.

The stubby legs are great, but I made my own long before LEGO made theirs. All it takes is a 1x2 plate, two 1x1 plates (or another 1x2 plate, if you don't care about the legs being separate) and two 1x1 round plates. The offical short legs seem to only be available in a few colors.
Making your own is fine for set poses, but they aren't very sturdy, so I like the stubbies, though I hope to see more colors in the future.

Interesting... have you or anybody else here tried this?
