Actually, the one-hole cloth cape was only used in the Dragon Master and Royal Knight themes. The two-hole version, best know for its Star Wars and Harry Potter incarnations, was originally designed for the Fright Knights theme. Both Basil the Batlord and Willa the Witch come with two-hole capes. Although the bottoms of their capes/cloaks end in tassel/points, as opposed to the flat/smooth end of the Jedi/wizard capes.
