When a person submits an entry and specifies the picture they'd like to use, the software looks at the image, verifies that it meets the criteria (max 800x600, etc), and then tries to generate a thumbnail image for C-C. The thumbnail is sized to the maximum dimension width-wise, as I recall, so some images will be sized slightly differently.
However, sometimes the software can't preview the image. Typically, that's because the person links to an image incorrectly (IE, not the image, but the BrickShelf folder, etc), or because the preview isn't using a normal browser, but is automated instead (sometimes the image host likes to redirect you and give you a cookie, rather than giving you the image).
In THAT case, there's no thumbnail for the contest software to use. But it still wants to HAVE an image (the viewer's browser might still be able to see the image, even if the automatic software can't). So it uses the URL that the submitter provided. BUT, since the software can't load the image, it also doesn't know how big it is! So what it does is it adds in a CSS tag to attempt to retain the dimensions of the image without distorting it, but also to keep it within a certain width. Unfortunately, that bit of CSS apparently doesn't work with MSIE.
I'll see if I can get a fix in for it, but I'll have to hunt down the equivalent in MSIE-compatible CSS.
