I see utterly no reason to suppose that the texture means ONLY mail or means ONLY not mail. The one does not exclude the other in either direction - LEGO has always been prone to adapting one thing to another purpose.
Really? I never thought of the crown as having mail on it. Then again, what do I know. Its all quite subjective isn't it? Personally, I always took the texture of bricks to mean nothing more than an unfinished or wheathered surface. I certainly don't have your historical expertise, but from a design standpoint, I'm not convinced one way or another that this was ever intended to be mail. Honestly, the Crown just seems like a modification of the existing flailed helmet. Its surface texture simply the by-product of appropriating elements from an existing design.
