It's actually illegal.

Before it became Operation Enduring Freedom (OEF), I don't remember that being the case, but since then, it's considered illegal to mail sand, rocks or anything of the sort back. Vehicles leaving NAVBASE Guantanamo Bay are power blasted to remove dirt particles, as well. This is pretty much the case in all OCONUS "hazardous" locations.
(I use quotes since I was in a large two bedroom house in GTMO. I was safer there than the Bronx. :lol: )
