I think there is. Some yheme specific discussion has taken place at EB, but not much compared to the volumes of discussion found on CC, CS, Lugnet, etc. A great theme like Pirates deserves an independant forum, administration, and userbase than EB. Sure many people will be members of both, but you should have the option to only join CP if you want to.
