I'm not sure if Picasa has enough tools to do this.
I actually use a decade old copy of Photoshop (3.0.5 for Mac).
You might be able to do the work with something like Gimp, and Gimp works on virtually every platform. I suggest you try it out, and I'll put a tutorial together that works with Gimp.
