No, you don't need a ton of Lego. In fact, you don't have to bring anything and you definitely will learn new things. I learned a lot at NWBC and am sure that will happen again at BF PDX. I don't think there are either. The only restraint I noted was that after March 15th they won't be giving out refunds. I've never organized a con but in my experience people prefer it if you register earlier than later so they can get a good idea of how many people will be going.
