Problem here is that it's not kids getting them. It's people buying large quantities to resell on eBay and Bricklink for a profit.

If a set is going to be so limited, shouldn't LEGO be putting a purchase limit on them?

They are here at my Target as well, had about 4-6 last I recall. Seems California is well stocked.

My store claims they've never heard of it, nor could I find one. Are they typically in the LEGO aisle, or on an endcap somewhere?

They are usually on an endcap an aisle or two away from the LEGO aisle.
