It's too high up on his face in proportion to everything else to be a mouth.

That argument is bogus as well. Lego teeth are white, (Willa anyone?). I have a few Basil heads, and not all of them have the yellow in the center. I know I've seen that face made somewhere....likely in a cartoon, and it was a frown. But to each his own.

Definitely a moustache. His mouth is clearly below it (and clearly not happy).

I always thought it was a mustache. If it was his mouth, then what's up with the line under the (mustache) mouth? His chin?

That's easily a mustache, I can't see otherwise. But I used to think this:
