Its a good deal if you get some of the high dollar sets and have some addiional rewards coupons to throw at the sale.
Yeah, that's what I did back in March, Got the Dwarves Mine, KCS, Shipwreck hideout, and my girl got a few larger city/creator sets... unfortunately for this sale all we could afford were a few small ones for Xmas presents for the nephews... but hey, we were able to get them each a slightly larger sets than we otherwise would have been able too, so it's all good. :)

Hmm... how do you know they do it twice a year? Do you know when the are usually scheduled, or is it random? The last TRU Lego sale I was lucky enough to run into was back in March (I think) and it was a "buy one, get 2nd one half price" or something like that.
Yea, works out to around 30% off either way which brings the 10 dollar sets they jack up to 15 bucks back down to msrp which you can get any day at other retailers.

They jack the freakin impulse sets up to 7 bucks.

Assuming you are buying multiples of the same set, or at least all the sets are priced the same, from a percenage standpoint the buy 2 get 1 sale is the better deal. It's 33% off the each set as opposed to the 25% the other gives you. The downside is that there is a higher "buy in" price because you have to pay full price for 2 set instead of 1. So, using $100 sets as examples, you either pay ~$66 per set or you pay $75 per set. For it to be really noticeable you need to be buying several sets or expensive sets. However, as you said, there is the TRU "tax" to overcome on a lot of sets. Thankfully Castle mostly avoids it. I got mostly Castle stuff with a few small space police sets for the figures. Indiana Jones I'll get off S@H (free shipping right now and no taxes).
