Looking at pics of the real thing, I think the one platform set some steps down from the main platform is a place for tourists to go to take pictures. You can see it here (and notice it does have a brown railing).
Then in this picture you can see there is a little fenced-in region in the grass down the slope from the main approach. Not sure what's going on there. Perhaps this is, again, to protect tourists, as below that the slope gets steeper, or maybe they stage exhibition jousts there or something.
