Technic Question

Does this piece have a "stopper" in the middle, or can a Technic axle be pushed all the way through?

The ones I got in the Atlantis scorpion have a stopper. You cannot push a technic axle straight through them.

What I've seen with this piece is it is used to connect 2 axises together to make 1 larger axis. B/c of that it has a stopper to keep you from pushing the 1st axis out of the other end when you add the 2nd.
