Seems like the hind legs are poseble. Posable? The hindlegs are movable. :P

Pose-able? Pose able? Who knows! Anyway, judging from the picture in the article you linked, it looks like all of the arms and legs move. Or at least, that's what I think. I really like this new animal. I think it's expression on it's face is a bit odd, but other than that, I'm glad that city will be moving in a new direction, and we'll get a brand new animal element with it. I think shmails of the Bear-Claw-Clan will be happy. :D

Yeah, I think it comes in 4438 Forest Police Command Centre.

In this one you've got those new brick pieces, some dark grey rock, etc. I wouldn't go out of my way to get the set/animal, but it looks pretty nice.

Bears! Another animal to add to the Lego zoo,

Ha! Just what I was thinking!
Now my knights will be able to hunt.
Some folk we never forget
Some kind we never forgive
Haven’t seen the back of us yet
We’ll fight as long as we live

To add to what Forestboy said, there's also another set with the bear. I don't have the link for it yet but I saw it at the LEGO store a few days ago. I'm pretty sure...and if I'm wrong, sorry...but I'm pretty sure I'm right!
Everything is awesome!

I think the bear hinges at the hips. Allowing it to eat and stand. The front legs/arms (lol right to bear arms) look fixed, liked the horse/cow/camel legs as they seem to be in the same pose in each picture.

Here's a vote for a bear in a castle themed set (though perhaps difficulty without depicting cruelty to animals eg dancing bear, bear baiting).
Woodland Bandit theme...?
Less talking, more MOCing.
