Hey all,
I'm pretty new to LCC, so bear with me...
In the General information section it says that we can have only two free builds a month...
Can someone explain exactly what that means?

You get 2 points per free build per month (4 total). You get a total of 2 point-scoring freebuilds per month.
That means you can build as many freebuilds per month, but you only get points for the first two.

To further clarify, a "free build" can be anything you want. They are good ways to develop your character's story outside of official building challenges.

Can you change what your character looks like (head, headgear, torso, etc.), without actually changing you character?

It would be nice if you kept the same head, but it would be understandable if he changed clothes to suit a new environment.

Just wanted to ask, what about elves and dwarves in the lands of Roawia ? Do they fit into the world ?

Since magical races are eyed with suspicion, I think it's safe to say that these races do exist, but that they generally prefer to avoid drawing attention to themselves. They are helpful and human-like enough that they are able to coexist with humans without causing too much trouble. Elven magic is still strictly prohibited, though most people suspect that it is still practiced in sacred elven enclaves deep in the forests.
(Or something along those lines, anyway )

Are mythical beasts allowed? such as sea serpents, dragons or wyrms. Or other beasties.

I think I found the answer with reading just 1 post in 1 topic.
Na, seriously: In the "LCC Guild Hall - Information and submission thread" in the opening-post the tasks for each guild and each rank are also explained. If a member of the Heroes Guild wants to achieve the second rank "Journeyman", than one of the challenges is to slay a monster.
The thread doesn't give a description of the monster, so I'd say you can think of one yourself.
