I could make a village to go with my Keep or make some LOTR MOCs, what do you think?

Of course I never think that LotR MOCs are overdone, so I'd say go that way. Just don't feel constrained by some movie made by some guy who has a relatively poor understanding of the themes of the books, though a pretty good eye for the look of certain characters and/or locations and an amazing talent for organizing a huge project with hundreds and hundreds of extras and locations and special effects etc. I can't imagine who I mean. Ralph Bakshi - yeah, that's it!

Well if I were in your shoes, I would probably either make the village, or if I had enough appropriate coloured brick, a wall to surround the keep. When yo get more brick, you can always expand; a large scale castle MOC/display has the advantage that it can be a constant work in progress if the builder wants it to be.
LOTR never really blew me away. I tried to read the books twice and stalled both times through that elf council in the first book. The movies were fun but nothing life changing.
But I think you should build whatever you want to.
