If I remember correctly, Happy Meal toys cost about $1.80ish separately. These toys are disappointing though.

I understand the disappointment, but what would y'all expect from happy meal toys? Minifigs are the most expensive element LEGO produces -- they're not going to be a cost-effective Happy Meal toy.

I doubt these are produced by LEGO anyway. Branded LEGO Batman the Video Game yes, "proper" LEGO no.

In a dream world we would get some all black versions of those basic bags they released 5 years ago... car, helicopter etc..
