I suppose it would really depend on how the elves looked. I would want to see some design ideas before fully anwering, but I have always used forestmen as elves, so I think forestmen would squeak by with my vote.

Hagrid Hair/Beard

The nice thing about the Hagrid Hair/beard is that you can use it over a chestplate for an armored dwarf. It is available in the US if you have a Lego store nearby. I saw the Castle Tic-Tac Toe in Both the Orlando Lego store, and the one in Glendale (Los Angeles area)
