What is this part?

So I recently acquired a collection and ended up with a number of strange parts I have never seen before.

This one looks like a 1x1 flat round plate but it's about 1.5 plates tall!?! It also appears to be cracked Not sure where it's from but it does say lego on the top.

I could spend 15 mins on bricklink trying to dig it up but I bet someone here knows what it is!
