Actually Ken Koleda's army is supposed to be a modern army, but its made to fit in Town System scale.

I remember someone in BrickLink telling me that Ken photoshopped that thing.....
There was also another pic called "actual army" and it was much smaller than this. About 1/10th the size. But incase it IS a real pic and no photoshop-ing of the minifigs.....
To counter the massive numbers of bolt-action rifled armed soldiers.... the PLA Minigunner:

How did he get alllllllllllllllllllllllllll those Forestwoman. I counted at least 9! And all the WP and Forestmen............That brings up the question. Is there such a thing as too much minifigs?
