Money isn't so much the limiting factor, it's time. I have the brick for the 1000+ town figs, 100+ houses and so on right now, but not the time. "More brick doth not a better builder make." Someone said basically that in their own words earlier. Build great with what you have. You'll amass more in the future and be able to expand your horizons. Making due with less brick and limited selection and creating outstanding MOCs.
Now with all that said, I would love to build a mini-fig scale Minas Tirith. But more brick wouldn't be all I'd need. Independent wealth would certainly help. With that I could not work, thus giving me time, and I could buy a large enough house and/or adjoining LEGO studio ("LEGO studio" I like the ring of that). Of course I would travel overseas to get more/different inspiration. With enough $$ left over for the mundane necessities of life; mortgage, cars, food, clothing, college funds for kids, yada, yada, yada.
An interesting topic.
Men who lie, merely hide the truth; but men who tell half-lies, have forgotten where they put it--Samuel Clemens
Well, if this offer came with a top notch camera and computer to use, I'd make a fantasy land and host a series of comics from which hopefully lego would grant me permission to sell. they would feature everything from huge battles to small 1 on 1 fights.
But, having every brick in the world wouldn't help you out. Only if you could have the power to think a brick, and it would appear in your hand instantly. Instead of rummaging for every piece.
Great topic!
I would like to build some tolkien things (especially from the 1st or 2nd age), like Numenor, Gondolin, Angband...Valinor!
Some buildings from the outstanding movie "The perfume"(the book is better though) would be fun to build, too.

Would you build these to minifig scale, or 1:1 scale?
